As Leader of the Council, Councillor Twomey has overall responsibility for setting the strategic direction of the council and for the political management of the Authority, including the delivery of agreed Council priorities and policies.

Councillor Twomey has strategic responsibility for the Council’s budget, customer services, organisational development and digital transformation. He is responsible for the development and implementation of the Council’s Medium-Term Financial Strategy (MTFS) and leads on the Investment and Acquisition Strategy. This includes setting a balanced budget, attracting inward investment and generating income through the borough’s continuing growth. As part of this, Councillor Twomey leads the drive for the Council to be more commercial.  

Councillor Twomey is also lead member for digital transformation, organisational development, staff wellbeing, and new ways of working as part of the post-Covid environment.   He is responsible for performance and data insight which tackle inequality and promote inclusion.
